Should it be taken into consideration that if the power driven winches are not used (to avoid the 4% penalty) some of the big boats will be unable to race in stronger wind strengths.
Maybe a point of reference is that it takes the 23 Metre ‘Cambria’ 4 minutes to make a full hoist on their spinnaker, much slower than if it was being hoisted manually(virtually impossible on a sail of this size). ‘Mariette’ have recently raced without winches in Barcelona (July 2013) which worked out OK but it ended up being a light wind regatta and should there be more breeze they would have had to pull out of the race for safety reasons.
